LACAHSA

Homeownership Programs

We are excited to offer up to $25 million dollars to support homeownership across Los Angeles County through a Request for Proposals that will be launched late Fall 2026.

LACAHSA’s proposed homeownership program is being developed within the broader Production, Preservation, and Ownership (“PPO”) framework established by SB 679, Measure A, and the Agency’s Program Guidelines. PPO resources are intended to increase the number of affordable housing units in Los Angeles County by supporting new affordable housing production, preserving existing affordable housing, and creating or maintaining affordable ownership opportunities.

Details & How to Apply

LACAHSA Homeownership NOFAs Now Available for Review

The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) has released two Notices of Funding Availability (NOFAs) for its new Homeownership Program: Homeownership Buyer’s Side Assistance and Homeownership Production Side Assistance. Both NOFAs and the Application Workbook are now available for review:

The application portal will open on Friday, October 30, 2026. We encourage interested applicants to review the NOFA materials, including eligibility requirements, financing terms, and application instructions, before the portal opens, so they are prepared to submit complete applications.

Questions about either NOFA may be directed to Homeownership@lacahsa.gov.

About the Program

The Homeownership Program is designed to address barriers on both sides of the homeownership market: helping produce more homes that families can afford and helping buyers purchase them. By combining multiple tools, the Program is intended to serve as a long-term, flexible way to deploy capital toward homeownership across Los Angeles County.

LACAHSA anticipates an initial allocation of $15 million to launch the Program, followed by approximately $10 million annually. With a launch in the fourth quarter of 2026, approximately $25 million would be available at the start, reflecting the initial allocation plus the first year of annual funding. This funding will establish the Program, support early awards, and build the administrative infrastructure needed to run it. Ongoing annual funding will allow LACAHSA to keep assisting households, refine program terms based on early experience, and potentially recycle recaptured Measure A funds into future assistance. All funding is subject to approval by the LACAHSA Board of Directors, annual budget adoption, revenue availability, and applicable program requirements.

LACAHSA sincerely appreciates all stakeholders who submitted questions and comments on the Homeownership Program. Your feedback has helped shape the design and development of the Program.
